Uzbekistan will establish an Agency for Development of Public-Private Partnerships under the Ministry of Finance.
President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On measures to organize an effective system of coordination and development of public-private partnership activities”.
According to the document, the agency will develop together with interested ministries and departments programs for development of public-private partnerships in priority areas of the economy, including the social sphere.
New body will develop the legal and institutional framework for public-private partnerships, methods for evaluating the effectiveness and comparative advantage of public-private partnership projects, as well as provide methodological support for the preparation, implementation and termination of the above projects.
The organization will also assist ministries and departments in implementation of public-private partnership development programs, in developing concepts for specific projects, including implementation mechanisms and financing schemes.
The Agency will interact with investors, funding organizations, international financial and donor organizations, the scientific and expert community, as well as other market participants.
It will provide interdepartmental coordination in the implementation of projects in the field of public-private partnerships, as well as post information about projects in the public domain, keeping their registry.
The agency will also monitor public-private partnership projects, including the use of funds from the State Budget of the Republic of Uzbekistan involved in public-private partnership projects.
The resolution said that draft regulatory legal acts, tender documentation, as well as draft agreements on public-private partnership and changes to them are subject to mandatory coordination with the Agency.
The Agency is a specially authorized body for the coordination and development of public-private partnerships and is a public institution with the rights of a legal entity.
In its activities, the Agency is independent of other bodies of state and economic management, local government bodies and is accountable to the Ministry of Finance of the Republic of Uzbekistan;
The Agency has the right to request and receive information on the progress of implementation, feasibility and financial indicators from the initiators and participants of public-private partnership projects.
The Director of the Agency is also the Deputy Minister of Finance of the Republic of Uzbekistan.
