In February 2020, the European Commission has released the White paper on Artificial Intelligence “A European approach to excellence and trust”, in which the basic principles and tasks for building the AI ecosystem of trust and excellence in the European Union are formulated. Given the success of the AI-based projects in Eurasia (especially Belarusian and Ukrainian), it is important that this region can become part of the global AI ecosystem. What should be done by the Eurasian governments, leaders of the IT industry, and EU officials?

Among the issues to be discussed on the panel are:
– In its AI White paper, the European Commission on the one hand recognizes that the EU is behind US and Asia in AI development, and on the other – it sets ambitious goals for the EU to develop this industry. What does it take for the countries of Eurasia to become an integral part of the “European project” for the development of artificial intelligence?
– Speaking about the technological advantages of the EU for the development of AI, it is mentioned that the EU is a global leader in low-power electronics, in neuromorphic solutions, and that the EU can be at the forefront of quantum computing. What could be the technological contribution of Eurasia? What AI technologies are most developed in the region?
– EU sees its contribution to the development of AI not only as technological impact, but also as values-focused. The Commission is convinced that international cooperation on AI matters must be based on an approach that promotes the respect of fundamental rights, including human dignity, pluralism, inclusion, nondiscrimination and protection of privacy and personal data and it will strive to export its values across the world. Can artificial intelligence bring these values to Eurasia?
The White paper of the European Commission refers, in particular, to the creation of a single EU center for development in AI, the lighthouse center of research, innovation and expertise that would coordinate these efforts. Given the high level of development of AI projects in Ukraine and Belarus, is it possible to involve these countries in the creation of such a center within the framework of the Eastern Partnership?
