The Parliament of the Republic of Moldova adopted a new Energy Efficiency Law aimed at transposing Energy Efficiency Directive EU/2012/27 on 19 July, making Moldova the first Energy Community Contracting Party to transpose the Directive. This brings to an end a nearly two-year process in which the Energy Community Secretariat was strongly involved to ensure the law’s compliance with the Energy Community energy efficiency acquis.
The new Energy Efficiency Law establishes a much-needed legal framework to support the uptake of energy efficiency measures. The law sets an energy efficiency target in line with the overall 20% by 2020 Energy Community target and includes targets for the rehabilitation of public buildings. The law establishes rules for taking energy efficiency criteria into account in public procurement.
Moreover, the law sets energy efficiency obligation schemes under which energy operators are required to contribute to the country’s energy efficiency goal. Moldova will also have to ensure that large enterprises perform energy audits.
To support its implementation, the new law introduces a new institution responsible for the implementation of energy efficiency policy by absorbing the Energy Efficiency Fund into the existing Energy Efficiency Agency.
