EBRD to provide 100 million euros loans for Ukrainian municipal energy management companies

The European Bank for Reconstruction and Development (EBRD) could establish Ukraine Public Sector Energy Efficiency Framework (PSEEF) for a total amount of EUR100 million to provide loans to municipal energy management companies under local guarantees. According to a bank report, the board of directors plans to consider the corresponding project on December 13 this year.

It is expected that municipal companies will use the received funds to finance energy saving improvements in public buildings and street lighting infrastructure. The total cost of the project, according to the document, is EUR 125 million.

The feasibility study covering the technical, environmental and social expertise of municipal energy management companies and cities at the pre-signing stage, estimated at an average of EUR200,000 per year, will be provided by the Swedish government. It will additionally issue EUR1.25 million of technical assistance at the stage after the signing of the projects. The EBRD said the first such PSEEF project is to be implemented in Kremenchuk. It will be considered at a meeting of the board of directors on December 13.
