Anatoly Motkin presented the modern concept of the digital government solution at the Oman’s Digital Governance Forum

On May 23, Anatoly Motkin, President of StrategEast delivered his remarks at the Oman’s 1st Digital Governance Forum in Muscat, Oman.

Speaking on the Digital Transformation in the Government Sector, Mr. Motkin described the modern concept of the digital government solutions developed by EPAM Systems, which is human centric government service model with the following main principles: customer’s needs first, digital first government, contactless public services, inclusive government, unified digital portal, and cross-state agency partnership.

Talking of the components for creating a modern Digital Government solution, Mr. Motkin mentioned a combination of user friendliness with a high level of cybersecurity as the path to building a sustainable e-government. In addition, when creating a platform, special attention should be paid to data governance with the main principles of data findability, data access and security, data quality across data lifecycle, and regulatory compliance.

The launch of a new e-governance solution is also a good opportunity to develop local IT talent.

President of StrategEast shared his vast expertise in Eurasian countries in building solid digital ecosystems and shared a case study of one of the most successful implementations of digital government solutions designed in Ukraine – Diia Ecosystem.

The system simultaneously performs three different functions: a service for the country’s residents; a tool for collecting statistics; government digital platform for officials.

The Diia Application includes the world’s first digital passport, access to 14 digital documents and 25 public services in the phone, it embraces 19 million users.

The speakers of the event also included Oman’s officials – Director General of Digital Transformation and Empowerment of Sectors – Ministry Transportation Communications and Information Technology, Undersecretary of Administrative and Finance & Planning A­airs Ministry of health, Undersecretary for Public Prosecution, Undersecretary of Communication and Information Technology Ministry of Transport Communication and Information Technology.

The Oman’s Digital Governance Forum takes place on May 23-25 withing the framework of Oman’s official technology show COMEX in Oman Convention & exhibition center in Muscat.
