On 9 September, Energy Community Secretariat experts together with representatives of the National Agency for Energy Regulation of the Republic of Moldova (ANRE) and other stakeholders (Moldelectrica, distribution system operators, suppliers) held a kick-off meeting on developing and implementing a transitional balancing mechanism for Moldova.
As a first step, the experts will assess the existing balancing mechanism framework, the role of Moldelectrica and other market participants in balancing of the system and their relations on the electricity market and gather relevant information for designing the transitional balancing mechanism and associated rules, expected to be delivered in early 2020. The aim is to transition to a market mechanism composed of incentives for hourly balance responsibility. The action is part of the EU4Energy support for Moldova and constitutes an important transitional step towards the creation of a liberalized national electricity market in accordance with the Energy Community acquis.
The EU4Energy Initiative covers all EU support to improve energy supply, security and connectivity, as well as to promote energy efficiency and the use of renewables in the Eastern Partner countries Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. It does this by financing projects and programs that help to reform energy markets and to reduce national energy dependence and consumption. Over the longer term, this makes energy supply more reliable, transparent and affordable, thus reducing energy poverty and energy bills for both citizens and the private sector.
