On 16 January, EU4Energy Governance held a stakeholder meeting in Georgia to present and discuss the first draft of the proposed gas transmission tariff methodology and calculation tool. Representatives of the Georgian National Energy and Water Supply Regulatory Commission (GNERC), Georgian Gas Transmission Company (GGTC) and other gas transmission system users exchanged views on the potential impact of the various options within the proposal. The technical assistance will enable GNERC to calculate the applicable tariffs based on the developed methodology, and implement in practice the entry-exit tariff system in line with the provisions of Commission Regulation (EU) 2017/460 on establishing a network code on harmonised transmission tariff structures for gas.
The challenge lies in the transition to a capacity-based mechanism, which is compliant with EU standards and regulations. Under the proposed tariff methodology the system for calculating costs becomes more transparent and replicable. The new methodology will also ensure that the costs of the gas transmission operator are covered and the tariffs are designed in a fair manner for consumers.
The next stakeholder meeting is planned for February 2019.
